Bug Description
I followed the instructions to perform an ISO-based release upgrade at:

When prompted if I would like to automatically install pending updates, I select "No". The dialog indicates that if No is chosen, no network access is required.
When the upgrade gets to the "Getting new packages" stage, the first 1100 of 1640 or so package files are all fetched locally. Around 1100, the release upgrade tool begins downloading packages from the network. If the network is disconnected, the tool fails with download errors from us.archive.

I am upgrading from 8.04 to 8.10.
The Distribution Upgrade dialog asks for Ubuntu 10.04 LTS_Lucid Lynx Release amd64 (20100427.1) into the drive /cdrom/. The volume is labeled Ubuntu 10.04 LTS amd64 The upgrade continues fetching files over the net.
