Bug Description

I followed the instructions to perform an ISO-based release upgrade at:
http://www.ubuntu.com/getubuntu/upgrading#Upgrading%20Using%20the%20Alternate%20CD/DVD

When prompted if I would like to automatically install pending updates, I select "No". The dialog indicates that if No is chosen, no network access is required.

When the upgrade gets to the "Getting new packages" stage, the first 1100 of 1640 or so package files are all fetched locally. Around 1100, the release upgrade tool begins downloading packages from the network. If the network is disconnected, the tool fails with download errors from us.archive.ubuntu.com.

/var/log/dist-upgrade/{main,apt}.log don't have anything interesting. In fact, it logs "doUpdate() will not use the network because self.useNetwork==false". I will attach these logs.

I am upgrading from 8.04 to 8.10.
