redshift-gtk fails to start on login, complains about geolocation data being unavailable, launches fine when rerun after login completes

Bug Description
I have redshift-gtk configured to launch on login. It shows the attached dialog about "Access to the current location was denied by GeoClue!".
The first time I launched it by hand _after_ login after upgrading to 18.10, I was prompted to allow it to have location access, which I approved.
Now when i launch it by hand _after_ login it launches just fine. It's just the launch at login that continues to fail every time i log in.
