feature request: fall back on timezone when geolocation unavailable

Bug #1370862 reported by Jeff Abrahamson on 2014-09-18

redshift (Ubuntu)

Bug Description

When I restart my laptop on a train without wifi, redshift restarts, and geolocation fails due to no network connection. But I probably set the system time correctly, which provides at least an approximation of the right thing to do. Alternatively, falling back on my last location isn't an all bad option, at least compared to the current behavior of exiting and not working at all.
