As a temporary solution you can run
```
sudo gem install jquery-rails -v 3.1.4
```
This will install package which meets redmine requirements.

This issue also affects Ubuntu Xenial. I found a corresponding Debian bug report, so I have attached a bug watch.

I am no longer able to reproduce this issue with redmine 3.2.1-2 on Ubuntu 16.04, thus I'm marking it as fix released.

The package ruby-jquery-rails is installed automatically as a dependency now.
