rgmanager wrongly depends on NFS server

Bug Description

Hi,

On current Ubuntu 8.04 LTS, rgmanager depends on nfs-kernel-server and nfs-common. If you are not going to setup a clusterized NFS server, this is a useless dependency and it pulls in a lot of packages (like portmap and other rpc.* packages) which are insecure and must be manually disabled for security-sensitive deployments.

It would be nice if these dependencies were removed or downgraded to Suggest: dependencies.

this must be linked to rgmanager, but it seems there's some bug with launchpad and rgmanager
