Hi,
python-recoll is a separate package in Debian and Ubuntu, but it is included in the base recoll package on the PPA. I (the PPA maintainer) will probably fix this when I get the time. Meanwhile, you do not need to install python-recoll from the standard repositories if you have the PPA package installed, it's already there, and this is what causes the error.
