rdesktop sends two mouse scrolls to windows server 2008 R2 RDP session

I connect to a Windows Server 2008 R2 machine using RDP. I have tried various GUIs and the best performance is from the rdesktop command line in fact the performance is very good.

However, the scrollwheel from the mouse sends two scrolls for each single scroll. During troubleshooting I installed TightVNC server on the Windows server and then connected using a few different VNC clients from the laptop. With VNC I got a single scroll in the remote session. This behaviour shows with two different types of mouse one wired and one wireless.

I should add for clarification that I connect to this server using a windows RDP client on the same hardware with correct mouse scrolling as well so it is just when using rdesktop (called via command line or using any of the GUI frontends) that this issue occurs.
