Bug Description

[IMPACT]

By default rcconf doesn't work unless users install dialog, which is not necessary because whiptail is installed by default in Ubuntu systems.

[TESTCASE]

 * Install rcconf package
   $ sudo apt-get install rcconf
 * Try to run it
   $ sudo rcconf
 * It displays "rcconf needs dialog or whiptail" and fail to run
 * Update with the -proposed package
 * Rerun rcconf
  $ sudo rcconf
 * It should run the program

None, it's a change to the whiptail path. However if the whiptail path changes again, it'll broke rcconf

[Other Info]

This change only affects Ubuntu, since the Ubuntu whiptail version lives in /bin while the debian version in /usr/bin
