Bug Description

The "entropy" file ~/.rnd in my home directory is owned by root, and is not readable or writeable.
If this is from running sudo, it should not take over the .rnd in my own account.

I do not know what problems this causes from a lack of availability of .rnd to non-privileged uses, but it also causes a problem in backup up, since deja-dup does not allow me to exclude a single file, and it always trips on .rnd.
