radvd v2.11 doesn't honor MinRtrAdvInterval and MaxRtrAdvInterval

Bug Description

radvd v2.11, distributed with Ubuntu 16.04.1 LTS, does not honor MinRtrAdvInterval and sends out router advertisements every second regardless of this setting. This bug has been reported elsewhere. See <https://bugzilla.redhat.com/show_bug.cgi?id=1298537>. Supposedly this is fixed in v2.13, according to the RH bug which was filed in Jan, 2016.

Can the updated version be pushed to Ubuntu server 16.04 LTS?
