rabbitmq-server startup_log should include a date/timestamp

Bug Description

For forensic purposes and general good practice, rabbitmq's starup_log and shutdown_log should contain a date and time that the service was started/shutdown. Having to use the logfile's mtime seems sub-optimal.

This bug was fixed in the package rabbitmq-server - 2.5.0-1ubuntu2
