Bug Description

Hello,
Using the latest kernel 5.0.0-13 my network is slower. My MB is a Gigabyte B360M-DS3H (Realtek 8118 chipset)

I got ~22Mbps down on speedtest @1000 (i can reach up to 400Mbps)
But if i sudo ethtool -s enp3s0 speed 100 duplex full i get up to 92Mbps

Hmm it's look like i use r8169 in 19.04 (kernel 4.18). I can get ~400Mbps there.
Sadly r8169 dosen't seem available with kernel 5.
