I get the same error. You can complete installation when you manually create the /etc/papersize directory.

Usually /etc/papersize is a file, with the contents "a4". See "man paperconf", according to which it should not fail even if /etc/papersize is not existing.

Can somebody from the Printing Team comment on whether it's normal that there is no /etc/papersize file?

I changed the maintainer field to be Ubuntu Core Developers instead of Ubuntu MOTU Developers. libpapers is in main.

Uploaded - thanks a lot.

libpaper (1.1.22ubuntu1) gutsy; urgency=low

  * src/paperconf.c: Use defaultpapername() if systempapername() fails,
    as suggested in lib/paper.h. This makes paperconf return a default
    papersize instead of failing if /etc/papersize doesn't exist.
    (LP: #136512)
  * debian/control: Changed maintainer
