Looks like this might be a file system consistency issue:

Setting up quota (4.00-3) ...
 * Checking quotas...  quotacheck: lstat Cannot stat `//home/loekje/.gvfs': Permission denied

Please could you try fsck'ing the filesystem first and re-attempt the install.

A reboot did not fix the problem: running dpkg under unity failed.
However, booting into single user mode allowed quota to succesfully configure (using dpkg).
Is it necessary for quota to configure under single user mode, if so how come dpkg configure does not take care of this or show a warning

Just ran into this bug while doing "sudo apt-get install quota" in a Terminal window.

Workaround: in my case, I fixed it by doing

$ fusermount -u ~/.gvfs

and trying to install again.
