Bug Description

During startup the quota systems is failing to start:

Jan 06 16:28:13 mail systemd[1]: quota.service: Main process exited, code=exited, status=2/INVALIDARGUMENT
Jan 06 16:28:13 mail systemd[1]: Failed to start Check And Enable File System Quotas.
Jan 06 16:28:13 mail systemd[1]: quota.service: Unit entered failed state.
Jan 06 16:28:13 mail systemd[1]: quota.service: Failed with result 'exit-code'.

The affected version is 4.02-1ubuntu1 from Ubuntu 16.04

I think you are running into this:

Would you be able to retest as Xenial has been updated to 4.03-2, and should contain the fix for this?
