Bug Description

This is a follow-up to bug 1007086.

If we want app authors to submit their Flash games to the Software Centre, they need to be packaged to be installed in /opt.

The current 'quickly package --extras' command has no effect in terms of installing files to /opt and just produces a regular package that installs to the usual /usr/share locations.

Ya, all the code for installing to opt/ lives in the ubuntu-application template. I wonder if this could be generalized?
