quantum-rootwrap missing and associated sudoers.d entries.

Bug #999142 reported by Endre Karlson on 2012-05-14

quantum (Ubuntu)

Bug Description

quantum-common should be having quantum-rootwrap instead of the quantum-server package.

Entries sudoers entry like there is for nova is also missing in order for rootwrap to work.

# In sudoers
Defaults:quamtum !requiretty

quantum ALL = (root) NOPASSWD: /usr/sbin/quantum-rootwrap*

This seems to be needed for agents to work for example with openvswitch.
