Bug Description

In:
quantum-server 2012.1-0ubuntu server

/var/run/quantum doesn't exist and needs to (as a run file gets placed therein.)

Maybe a ./debian/quantum-server.dirs with this:
/var/run/quantum

/var/run may be a temporary filesystem, so any directories or files needed there should be created dynamically at boot time (or init-startup script). In this case, it should be created and chmod'ed in the startup scripts.

apt-get install post-install script failes with searching for /var/run/quantum .
