lupdate fails to handle qml files

Bug Description

When running lupdate on a qml file the following is printed:

lupdate warning: Some files have been ignored due to missing qml/javascript support

QML support is disabled in src/linguist/lupdate/lupdate.pro by defining QT_NO_QML if qmldevtools is missing.

I've got no idea which package this comes from. Maybe

qtdeclarative5-dev-tools

But at least the following has to be installed for compilation to work once QT_NO_QML is defined:

qtdeclarative5-private-dev
