Currently in universe.
[Rationale]
This package became one of the crucial dependencies of ubuntu-ui-toolkit - a main package. The original source of the package comes from Qt upstreams and is actively maintained.
[Dependencies]
All package dependencies are in main and do not cause any mismatches.
[Standards compliance]
Package follows the same standards as all base Qt packages that we have in the archives.
[Maintenance]
Upstream is development is ongoing, while the packages themselves are actively maintained by Debian and our Qt-enablement team in Ubuntu.

1. ~touch-packages is now subscribed.
2. Done at build-time in ubuntu2. dep8 pending.
3. Not done. What do you think this is going to add? I think it's a valid stance to want to have control over pre dependencies & therefore to omit this. Also the only use of this field I know of is for multiarch-support which isn't required any more.
Please can you get this promoted ASAP if possible? It's blocking desktop image builds.

3: By your "control over pre depends" logic, wouldn't you also be opposed to misc:Depends? It's true that the only thing missing right now is the multiarch-support Pre-Depend. It's not a blocker, but I'm surprised by the opposition.
I'll mark fix-committed once ubuntu2 shows up.

As for Pre-Depends, I get your caution after seeing how intense the Policy manual is about Pre-Depends. But still... You either trust debhelper or you don't. And that way lies madness.

- Needs team bug subscriber qtquick- layouts should use "Pre-Depends: ${misc: Pre-Depends} "
- There are tests that aren't being run in the tests/ directory. Looks like "tests" isn't in the toplevel SUBDIRS? You may need to run them under "xvfb-run -a" too. Enabling during build, or even better as a dep8 test, should be done.
