qtiplot python scripting path is not set by default

Bug Description

Up until a couple days ago, python scripting in qtiplot was working in Lucid. It now doesn't work and needs the following work around:

The workaround:
"Edit" -> "Preferences"
"File Locations"
"Python Configuration Files" is blank, it needs to be "/usr/share/qtiplot"

(Also the manual location is incorrect, I believe, just click "ok" to the warning that pops up.)

Once it is set, python scripting initializes.

I have initialized qtiplot's python scripting using this method.

It appears that the recent upload of sip4-qt3 (which generates the binary python-sip) is incompatible with qtiplot 0.9.7.10.

I tried a new package of the most recent version of qtiplot 0.9.7.13, but Ubuntu and Debian do not have the required version of libmuparser0 [1,2]. I've linked the branch for that so far.

Yes, it works. Still, having the latest qtiplot would be nice;)
