Navigate using the scope headers does not work sometimes

Bug Description
Using the scopes header (titles) sometimes get broken and does no change the scopes.
How to reproduce:
=================
1 - Go to apps scope
2 - Scroll until the bottom
3 - Scroll back to the top
4 - Click o the title to show all scopes names
5 - Click on Video title
Expected result
============
The video scope appears
Current result
===========
The Videos title move to left as normal but the apps scope still visible.

The tabbed header is getting replaced in the dash by the new UITK header, in which there's no switching scopes from the header.
We're working on the dash overview as per spec: https:/
