Cannot run scope onto emulator or a phone

Bug Description

There is no fixed pattern for it, but it can be easily duplicated. I have tested it using the following emulator and device:

Emulator:
phablet@ubuntu-phablet:~$ system-image-cli -i
current build number: 134
device name: generic_x86

Phone:

Create a scope and run it on emulator. DO not shut down the emulator, and run the scope onto a phone device. Stop scope on emulator or phone, and run it on phone or emulator again. By playing the sequence for a bit, you will find the following kind of error:

Warning: Permanently added '[127.0.0.1]:10020' (RSA) to the list of known hosts.
Sdk-Launcher> Executing: /tmp/com.ubuntu.developer.liu-xiao-guo.openmap_0.1_armhf.click
Sdk-Launcher> Force Install: False
Sdk-Launcher> Skip Uninstall:False
Sdk-Launcher> Launcher PID: 18676
[Errno 2] No such file or directory: '/tmp/com.ubuntu.developer.liu-xiao-guo.openmap_0.1_armhf.click'
Sdk-Launcher> Could not call click

This error happens when both emulator and phone are ON. Attached please find the captured pictures for it.
