Please build qt6-base (and two dependencies) on i386

Bug Description

Justification
-------------
poppler now offers Qt6 support. Currently, we disable Qt6 support on i386 because Qt6 isn't available there. This forces us to diverge our poppler packaging from Debian.

I manually identified these source packages as needing to be built on i386. The other two packages are build-dependencies.

gst-plugins-good1.0 also has a Qt6 plugin, but it needs some more Qt6 packages so I filed LP: #2008940 separately

I'm setting to incomplete like its companion bug. We don't need to make any changes now for Ubuntu 23.04 but I think we should consider this for 23.10.
