I've encounterd this problem for a while now and I suspect a problem with python-qt4, not Picard itself.
As you have mentioned, puddletag as the same problem and also uses python-qt4.

Would you happen to use a Dual Monitor setup with the Nvidia driver ?

It seems this bug is not linked to python-qt4 but to qt4 itself. I had some issues with VLC which relies on qt4.
A possible duplicate is bug #805303

affects: python-qt4 (Ubuntu) → qt4-x11 (Ubuntu)

The workaround in bug #805303 also work on picard.

Install qtconfig-qt4 and change the theme to something that is NOT gtk+ or Default (Cleanlooks is not too ugly). Picard should open without any problems.

Marking this bug as a duplicate since I am now quite sure it's the same one (same error message and all).
