Vlc: Vlc re-opens 28 px down from closing geometry

Every time vlc opens it drops 28 px from previous close position (the height of window deco
Been going on for quite some time, occurs in 13.04 & 13.10 at the very least

vlc could be saving the geometry excluding the frame and restoring the geometry including the frame

Well it's all qt4 apps that save geometry though the values can be different
For example both minitube-ubuntu & smplayer move (lose) 7x7 px on each opening (using ambiance theme) & those values do not change if removing left & right borders in metacity.xml
