libqt5scintillaplugin.so library is not in bionic

Bug Description

I'm searching library /usr/lib/libqt5scintilla2.so.12 for qgis, I've migrated from artful to bionic, and this packages provides this in artful but it is not in bionic.

- artful has a file https://packages.ubuntu.com/artful/amd64/libqt5scintilla2-designer/filelist
- and bionic not https://packages.ubuntu.com/bionic/all/libqt5scintilla2-designer/filelist

I've installed package libqscintilla2-qt5-designer and later I did make a link

  sudo ln -s /usr/lib/x86_64-linux-gnu/qt5/plugins/designer/libqscintillaplugin.so /usr/lib/libqt5scintilla2.so

  sudo ln -s /usr/lib/libqt5scintilla2.so /usr/lib/libqt5scintilla2.so.12

It works for me.
