I figured out a work-around for getting QjackCtl to connect to the Jack Server in Ubuntu 12.04 until this bug is resolved:

1. Open Patchage
2. If it does not connect to the Jack Server automatically, select for it to do so.
3. Open QjackCtl (leave Patchage running)
4. Click the Start button on QjackCtl
