Note:
This package was available in Ubuntu for Dapper, Feisty and Gutsy.
The various related libs were available for some of these versions.
There is no recent versions for Hardy or Intrepid see -

This is a substantial program and is probably not a good one to leave out of the Ubuntu packages.

Thank you for taking the time to report this bug and trying to help make Ubuntu better. However, it seems thatthis package is available in another area.

is better to add it like this.

Add these lines to your /etc/apt/sources.list

deb http://ppa.launchpad.net/jef-norbit/ubuntu hardy main
deb-src http://ppa.launchpad.net/jef-norbit/ubuntu hardy main

Then do

sudo apt-get update
sudo apt-get install qgis

I confirm it is not in Hardy or Intrepid releases. But is available for hardy by others means.
