QGIS Tooltips blank under 2204

Bug Description

I rely on QGIS (https://qgis.org/en/site/ installed with `apt install qgis`).

Hovering over tools in the toolbar under 2204 show the yellow box for the tooltip, but no text. The same version of QGIS (latest from the developer) shows text in the tooltips in Umate 2004. See example attached of missing tool tips.

There are so many buttons, and more through extensive plugins, that not seeing tool tips is a major issue.

Thank you for the awesome disto? Whenever I distro hop I always find myself back at Ubuntu Mate as the most stable and functional out there.

I should note this is virtualized using proxmox. But same issue occurs using VMware Workstation. It does not occur using UMate 2004 in either virtualization platform on the same hardware or using previous versions of QGIS (3.10 or 3.20).

Performing apt update may have just fixed the issue. I will test further.

If you configure QGIS to use the `gtk2` style and restart QGIS, everything will look correct.

 - Options -> General -> Application -> Style: gtk2
