# apt-get install qgis
...
$ qgis
/usr/bin/qgis.bin: error while loading shared libraries: libssl.so.0.9.8: cannot open shared object file: No such file or directory

# apt-get install libssl0.9.8
...
$ qgis
(and it works)

QGIS no longer has libssl in its NEEDED section, and hence doesn't need a dependency on libssl any more.
