Bug Description

I installed qgis, python-qgis and python-qgis-common. But the QGis plugin manager says "No python support detected".

The upstream QGIS packaging only recommends python-qgis, the packaging in Debian & Ubuntu explicitly Depends on python-qgis causing it always to be installed.
