Bionic install of qemu-kvm doesn't install qemu-efi-aarch64 not installed by default (on aarch64)

Bug Description

qemu-efi-aarch64 (or qemu-efi rather) is not installed by default when installing qemu-kvm in aarch64.

Since arm64 VM's that PXE boot need the files inside qemu-efi-aarch64 to EFI boot, these should be installed by default.

There are use cases for qemu-system-arm without that, so it is not a hard depends.
Furthermore - yes it might be a good recommends, if not currently in universe.

That is bug 1570617 and this here effectively is dup of that.
When MIRed this can be resolved.
