Bug Description
The new, consolidated version of qemu in raring does not BD on librbd-dev and as a result lacks support for using Ceph RADOS block devices. This is used in the Openstack/Ceph integration with nova/cinder.

- add qemu-system.
- debian/rules: add dh_installinit to get qemu-system.upstart installed.
- take the defaults from the old qemu-kvm.defaults, and move them into
the upstart job

- apply gridcentric patches from lp:~amscanne/+junk/gridcentric-qemu-patches
- apply arm patches from git://git.
