When i tryu to install any apckage using apt-get install all synaptic package manager i got the same error .

Thanks for reporting this bug. I believe this is a duplicate of bug 799858. As the fix for that has not yet been SRU,d to work around this, you can edit your /etc/init/procps file to add '-e' to the sysctl options. In other words, instead of

    cat /etc/sysctl.d/*.conf /etc/sysctl.conf | sysctl -p -

it should read

    cat /etc/sysctl.d/*.conf /etc/sysctl.conf | sysctl -e -p -
