QCAD version 3.1 has been released as open source (GPLv3) since June 2013!
QCAD 3.4 adds various improvements and new features to QCAD but probably the most important news today is that starting with QCAD version 3.1, QCAD is now available under the GPLv3 (open source software) as a free download to anyone

I agree, I think it is time to reintroduce the package. I just updated
dxflib, one of the dependencies, in Debian experimental. dxflib
blocked going into unstable until librecad 2.0 is released. They are
currently in RC, so it is pending as well.
It's best if the package is reintroduced through Debian. I was the
Debian maintainer of the package and am very busy this summer but
would be happy to sponsor someone working on it.
The reasons why it was dropped:
(1) qt3 was removed from Ubuntu and Debian
(2) it was unmaintanied for several years, we resorted to trying to
find patches on forks from random sites on the internet
the new version is compatible with qt4, has a github repo, and the
upstream author says the new community edition will accept patches and
track the commercial edition, so the need for forks decreases.
