qaptworker needs to run apt-get update before installing

Bug Description

On a fresh install of Kubuntu (installed without network) when Amarok etc says it needs to install stuff to play MP3s it claims it is installing but really nothing happens. This is because apt-get update (of the qapt equivalent) is not run first.

Out of interest. What happens if there was no internet connection while installing? Wouldn't that still lead to the same effect?
