Happened to me on Kubuntu 15.10 after upgrade to Plasma 5.5.3 and Frameworks 5.18.0 using kubuntu.org's ppa:kubuntu-ppa/backports.
The message was: "This operation cannot continue since proper authorization was not provided."
Plus some weird problems for instance cannot suspend to RAM without the authorization.
It turned out that the package of PolicyKit-Kde was gone. I had to install it back: sudo apt-get install polkit-kde-1.
