Bug Description

From the apt-term.log for the upgrade:

Removing python3.1 ...
Removing python3.1-minimal ...
Unlinking and removing bytecode for runtime python3.1
    release-upgrader-python-apt: >= 2.6 (['install', 'ok', 'installed'])
rmdir: failed to remove `/usr/local/lib/python3.1': Directory not empty

/usr/local/lib/python3.1 has an empty site-packages directory.
