Bug Description

Having newer python versions on the most recent LTS is useful for enabling tests of new Python versions with OpenStack projects directly in the upstream test gating process.

Please backport Python 3.9 from Groovy->Focal!

Regression potential: the package sizes for python3-tk, python3-gdbm, python3-distutils and python3-2to3 will double in size. This is no regression compared to the packages available in the 18.04 LTS release.
