pysmbc library needed for system-config-printer to support browsing for SMB printer shares

I have updated system-config-printer to the new 1.1.x series now. For finding SMB printer shares (printers shared by Windows boxes or Samba servers, in some rare cases also printers with ethernet connection) system-config-printer does not contain the code by itself any more but uses the pysmbc Python library, Python bindings for libsmbclient. The upstream package is created by Tim Waugh who is also the author of system-config-printer (and the printing guru of Red Hat).

The package can also server for any Python program to access to Windows or Samba servers.

The Debian/Ubuntu package I have already created and the packaging is exactly the same as for the python-cups (pycups) package, whose upstream author is also Tim Waugh.
