python-numpy package broken and breaking with packages with depend on it

1. Try

sudo apt-get install python-numpy python-matplotlib

  python-numpy: Conflicts: python-matplotlib (< 0.90.1-3) but 0.90.1-2ubuntu1 is to be installed
E: Broken packages

But matplotlib should depend on the numpy array package cleanly.

2. Then try just

sudo apt-get install python-numpy

in the middle of installation, you will get an error saying that numpy threw lots of errors during compiling and that you shouldn't use numpy for scientific work. That is a critical bug!

3. Finally, try

sudo apt-get install python-numpy python-scipy

The following packages have unmet dependencies:
  python-numpy: Conflicts: python-scipy (<= 0.6.0-6) but 0.6.0-5.1 is to be installed
E: Broken packages

Again, scipy science package should depend on numpy cleanly, not conflict.

This is NOT a duplicate. See #1, conflicts with matplot lib. See #2, lapack errors.

#1 and #3 are duplicates. Even if it doesn't look like bug #187004 covers it, I've fixed both issues with the fix for that bug. #2 is also known, albeit not covered by bug #187004.
