Please sync python-pyscss 1.3.7-3 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * No-change rebuild to drop python3.8 extensions.
  * No-change rebuild to build with python3.9 as supported.
  * d/gbp.conf: Update gbp configuration file.
  * d/control: Update Vcs-* links and maintainers.
  * New upstream release for OpenStack Ussuri.

Debian has all relevant changes from Ubuntu. It also has a fix for the FTBFS on rebuild with pytest 6.
