This library (in its python2 version) is required by software like sc-controller from kozec.

Python 2 is going away in Debian, so the plain python-pylibacl package went away a while back. I don't know what's the story for Ubuntu, but I suspect very much the same.
Either stay on old distro, or help migrate the upstream (kozec) to Python 3.
Alternatively, install an older version from pypi?
