Bug Description

saw, that the python-py binaries already in main without a MIR. However the source is still in universe. please provide a MIR.

Why did you mark this as Incomplete? Shouldn't it be marked NEW if you'd like me to fill out a MIR?

NEW would mean, that there is a complete MIR.

I haven't investigated why it already is in main, but it looks like tox related.
