Bug Description
[Impact]
python3-pip is missing a dependency on the split-out package python3-distutils, causing an ImportError when calling pip3.
[Test Case]
Call pip3 and see the ImportError (without having python3-distutils installed).
[Regression Potential]
python3-pip wasn't updated for a long time, and the bundled wheels are out of date, and new dependencies need to be added, other need to get updates. This looks fine so far, as no new reports show up for the package in Debian sid and Ubuntu cosmic.

Accepted python-pip into bionic-proposed. The package will build now and be available at https:/ /launchpad. net/ubuntu/ +source/ python- pip/9.0. 1-2.3~ubuntu1 in a few hours, and then in the -proposed repository.
