python-pip should depend on python-setuptools

If `python-setuptools` isn't installed, `sudo pip install` fails with

    Complete output from command python setup.py egg_info:
    Traceback (most recent call last):
      File "<string>", line 1, in <module>
    ImportError: No module named setuptools

on a freshly installed system after `sudo apt-get install python-pip` which should be avoided by adding a dependeny on `python-setuptools`.
