Shebang line in python3-pip is /usr/bin/python3.5 when it isn't the default

Bug Description

The shebang line is #!/usr/bin/python3.5 when the default python3 version in wily is 3.4. Therefore sudo pip installs will be to the wrong location. This is inconsistent with the upstream debian package which specifices #!/usr/bin/python3.
