apport package hook should gather ~/.pip/pip.log

Bug Description

I don't think python-pip has an apport package hook, but if it did it should gather ~/.pip/pip.log so that we can see what the user has installed in case it affected the python install.

current behavior:
"pip offers the --log option for specifying a file where a maximum verbosity log will be kept. This option is empty by default. This log appends to previous logging."
