pip's man page is out of date

Bug Description

pip install -E doesnt work anymore

I understand this is because the -E options has been deprecated, you dont need to add it anymore as the default behaviour is to install into the environment that is currently active.

however the man page includes documentation for it.

I've tested on ubunutu 12.04.

I'm ircing with the reporter right now, and I think this is a confusion caused by having multiple versions installed. So maybe hold off investigating for now...

This is certainly no longer the case for pip in bionic.

Closing as obsolete/invalid.
